Abstract

The article presents a comparative pedagogical analysis of the professional development systems for basketball referees in Ukraine and the USA. The relevance of the study is determined by the need to modernize the national system of sports officiating in accordance with current international trends in the professional training of sports officials, the implementation of the principles of continuous professional learning, and the integration of modern pedagogical and digital technologies into the process of referees’ professional development.

The study employed methods of analysis, synthesis, generalization, systematization, and comparison of scientific sources, legal documents, and materials of sports organizations, as well as comparative-pedagogical methods, structural-functional analysis, and modeling. The organizational features of professional development systems for referees, the content of professional training, approaches to officiating performance assessment, the use of digital technologies, the role of mentoring, and mechanisms of continuous professional learning were analyzed.

It was found that the Ukrainian system of professional development for basketball referees is mainly centralized and regulatory-oriented and is based on the activities of the Basketball Federation of Ukraine and regional officiating boards. The American model is characterized by a multi-level structure, a high degree of institutional differentiation, and systematic use of mentoring, video analysis, digital platforms, and modern technologies for evaluating referees’ professional performance. It was determined that in the USA the professional development of referees is based on the competency-based approach and the concept of lifelong learning.

Promising directions for modernization of the Ukrainian system of professional development for basketball referees were substantiated, including the implementation of a continuous professional learning model, the development of mentoring, individualization of training, and expanded use of digital technologies.
